Katherine Heubert’s practice area focuses on U.S. import and export controls, including the International Traffic in Arms Regulations, the Export Administration Regulations, the Gun Control Act, and the National Firearms Act. She counsels many defense industry sectors on trade control policy, licensing, and technology release issues.

Ms. Heubert has extensive experience with all aspects of Department of State export and import licenses, Technical Assistance Agreements, Manufacturing License Agreements, Warehouse Distribution Agreements, retransfer requests, commodity jurisdiction requests, Advisory Opinions, General Correspondence, and Department of Commerce export licenses and commodity classification requests (CCATS).

Experience

Ms. Heubert counsels many sectors of industry on trade control policy, licensing, technology release issues, economic and trade sanctions and embargoes, and anti-boycott matters. Ms. Heubert has extensive experience with all aspects of Directorate of Defense Trade Control licensing, Technical Assistance Agreements, Manufacturing License Agreements, Warehouse Distribution Agreements, retransfer requests, commodity jurisdiction requests, Advisory Opinions, General Correspondence, as well as Department of Commerce export licenses and commodity classification requests (CCATS). Ms. Heubert also helps clients navigate compliance with U.S. economic and trade sanctions administered by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC).

Ms. Heubert works closely with clients, providing guidance in making jurisdictional and classification determinations; utilizing the U.S./UK and U.S./Australia Defense Trade Control Treaties; designing and implementing internal compliance programs; preparing and presenting training programs; conducting internal audits; investigating and drafting voluntary and directed disclosures; and complying with trade sanctions and embargoes.

Significant Representations

  • Provide comprehensive export and sanctions compliance training and legal counsel for clients ranging from cancer center & research institutes, software development companies, and large marine technology manufacturers.
  • Design and implement compliance programs, including required policies and procedures, for companies in aerospace, satellite, and space industry sectors.
  • Provide guidance and training in navigating sanctions and trade embargos for companies in all sectors of industry including education, defense, and technology sectors.
